In Game "promotion" M-Level

I belive I got a Rank upgrade + M-Level promotion or such at the start of the second round on Mamayev Kurgan.
I played the first round as Sniper but after the promotion I was no longer able to load my usual Hero perks like scope upgrades and enemy loadout.
It was all there on the list but it would only give me Kar98 or G-41, anything else would also give me Kar98.

So what's going on

Thank you. I belive I killed myself by changing weapon loadout with no effect.
So I started to think that the M-level promotion was a weapon reset
Do you know what it means.

I just got a brief glimpse of it but I'm almost certain that is what the text said.
But "promotion" is just my guess what it means

I imagine the reason why people haven't heard of M-Level
Is becuase its only rewarded to extremly talented players like myself
