Probably because that would make the progression/unlock system pointless, and TWI was still really trying to champion the system at the time. I think its sadly too late to properly remove the unlocks from the base game, but it isn't for Rising Storm which hopefully will have no unlocks or at least more sensible ones at the very least.

Frankly the unlocks we have now wouldn't be so bad if there wasn't enemy loadouts available, it just makes things a bit ridiculous at times.

Rising Storm will for sure have unlocks and perks - that's at least what I think. Because it is an expansion to RO2 and it is not very likely that TWI suddenly will remove progression from RO2.

A controversial offer for RO2 would be to make unlocks and perks toggable. With this I don't mean what most people think. I mean that with the press of a button you can get all unlocks and perks. This does not make it more pointless than it already is. It just removes this childish reward system that is supposed to 'make me play the game more'. It just means that people who think unlocks and perks is vital can keep wasting their time on unlocking their crap - while others, just can press a button to get all crap from the beginning.

That simply wouldn't work, why would someone grind out hours for a weapon he can have it instantly? Instant gratification will always win over. Also, I think you might be mistaken, people like the bragging rights and sense of accomplishments of the progression/unlock system, not the actual process of grinding it - which is tedious and painful to just about everyone no matter their game preference.

This is true.

It's also falsely said that players should just play for fun without caring for the ranking system. I'd personally enjoy it the most if there were no ranking systems in games, but people play mostly because they get satisfaction from accomplishing things as he said. Progression systems and such are an easy way for that satisfaction. If I recall correctly there was a poll about the progression system not long time ago, and most people did not want it to be removed, correct me if I'm wrong.
I mostly find myself farming bots since I want to get over the progression system, but I also enjoy that little feeling of accomplishment after hours of work pays off with a petty unlock. I'm not shamed to admit that I bot farm, and I still think I'd enjoy RO 2 more without the progression system. When I started Red Orchestra 2, I was amazed by an Axis hero level squad leader with a PPSH-41, that SL reminded me of the movie Iron Cross, and was one of the reasons for the start of my bot farming. Later I realized that because of bot farming there's no reason to respect hero level players since you can't know are they even very experienced players.
