Hopefully, yes. But you need the very best programmers to make a graphics library like this, and how do you get people willing to do it for 'free'...

Open Source is great for a lot of things, but once it gets to stuff that requires a lot of QA, like usability and UI, it often fails miserably. There are exceptions obviosly, but generally speaking they are often trainwrecks.
