well, that was what my problem was after this last update, core.u (and i think engine.u) were decompressed incorrectly, at least thats what the log was telling me (red orchestra properties->set launch options->put in -log )
it is located in steam/steamapps/common/redorchestra2/rogame/

add -log to your launch options, and see what error pops up.

You will need to lookup all those files which are reported in your log as:
Code:
xxxxxx bytes at offset x from '..\..\ROGame\CookedPC\Core.u'. Please delete file and recook.
For instance Core.u, but more damaged files were reported in your log (all listed below). Delete them all and then verify your game cache in steam. It should then start to reload the damaged files.

These are all your damaged files:
  • ROGame\CookedPC\Core.u
  • ROGame\CookedPC\OnlineSubsystemSteamworks.u
  • ROGame\CookedPC\GFxUI.u
  • ROGame\CookedPC\IpDrv.u
  • ROGame\CookedPC\GameFramework.u
  • ROGame\CookedPC\Grip.u
  • ROGame\CookedPC\Engine.u

in order for steam to fix the files, you have to delete them first.

go to where steam is installed (probably in program files dir) then steamapps, then common, then redorchestra2/ and in there is rogame dir where the files are.

I got same troubles.. i tried to create this log, i dont get the log to save but i can see the files that are missing while it runs. i tried to delete all files mentioned in this thread and verify them to reload.. i got the mesage 8 files missing.. then after reloading the files i tried again and still got the message 1 file missing.. this 1 file missing i get constantly, trying to delete the Core.u file and let steam reinstall it dont fix it.

Well i managed to fix it by deleting all files in the Rogame/CookedPC/ folder that was not in a sub folder.. so it reinstalled around 80 files. Still the logg shows several warnings etc on start up..

well, at least it works now right?
maybe you should contact steam and tell them their download service is screwing up.
