Default Degrading Game Performance

I have tried every fix to fix this, even those fixes that aren't related to this specific problem.

This all started when i got tired of timing out on multiplayer games and tried to play Single Player campagin.

When i was going through tutorial, i suddenly started having FPS problems, to the point where i could barely move my mouse (even in menus).

Now i tought that single player was simply impossible to play so i switched back to multiplayer...but the problem presisted.

I restarted the game, joined multiplayer game and after 20-30 seconds my game started chopping like hell, until it became unplayable.

I could barely navigate to "exit game" option.

Now i started to wonder if this is even related to rendering problems, so i started the game and waited for about 3 minutes...and to my suprise cursor started lagging, i haven't even started up any multiplayer or campagin missions...

So i noticed that this isn't problem isn't related to any graphics issues.

I tought that some weird setting was set to true when i started single-player so i deleted all config files...(from my documents -> my games) and from steamapps folder aswell...re-verified game cache so steam would redownload neccessary config files...but problem still exists.

It looks like some kind of memory-leak related error, but my memory isn't being filles up...(maybe it is because game uses only specified ammount of memory?).

I'm not sure...can anyone suggest me any kind of fixes? I spent good money on this game and would like to enjoy it...but currently this has been a BIG problem.
