Default Mutator request - map repeat limit

This sets the number of map cycles before a just played map can be replayed.

There is a function in the ROgame.ini however it is not working.

Can a smart mutor (just made up that word) put something together that can limit repeating the same map when it is a map voting scenario?

Perhaps DynamicMapRotator would be a good candidate for that. A few weeks ago I wanted to create a voting module to make map voting clearer and allow to call a 'next map' vote. A feature to prevent map repeat would also be a good idea. I don't have the time for it atm though, and I think Ducky is very busy on his projects too :/

The MapRepeatLimit is defined though not used anywhere in the code and thus not doing anything at all.
