Have you done a complete clean reinstall of RO on your system?

IE: Right click on RO, and select delete local files...

Then close steam, delete your steam clientregistry.blob, restart steam and redownload RO.

This will ensure that your system is (hopefully) running steam/RO builds that are not corrupt in any way.
