Your CPU is below or just at the minimum requirements. The game needs fast CPU speed.

not really. it should, but it's not working out that way. tripwire is working on making the game better optimized. hopefully it will up your fps on the next patch.
can you post a screenshot of your in-game graphics settings?

Is that an actual graphics card in there or some sort of on-board chip? The former option is much preferred for better performance.

The CPU should be (relatively) fine, it's an i5 2410m and should get to 2.7GHz in dual core turbo mode, but the graphics card is not. Turn your graphics detail down and see if you get a FPS increase.
