Bolt rifles load 1 extra bullet

Go into a game and give it a test. Fire 1 bullet off then reload your weapon; you'll notice your character loads in 2 new bullets, not just 1.

Now try firing off 2 or 3 rounds; you will always load 1 extra bullet into your gun. The exception is when the rifle is depleted and you load in 5 rounds in that bullet holder thingy all at once.

That happens only when you bolt your rifle after a shot and then reload. At the start of the reload, your character pulls the fresh cartridge out of the chamber, then reloads. Hence, two rounds get loaded instead of one.

Try reloading right after you've fired, before bolting. You'll load only one round, making the reload a bit faster.

The bolt actions are the only guns it's possible to NOT waste a round reloading before empty, and then only if you have manual bolting selected.

Bolt gun scenario1: You fire, then press R before working the action. The animation shows you opening the bolt, ejecting the spent casing you just fired, and then loading 1 round to replace it.

Bolt gun scenario2: You fire, work the action, ejecting the spent casing and loading a new round. You then press R, and the animation shows you ejecting the round you just chambered, and loading two to replace the fired, and the unfired ejected round.

Semiauto: You fire then press R. In firing, you've spent one round, ejected, and then loaded a new round. moving the bolt to the rear to insert new round ejects the unspent round you didn't fire, and you load two more rounds.

This is all silly anyway because the Bolt Hold-Open on semiautos doesn't work with a non-empty (but seated) magazine. To reload a seated magazine that is not empty, you need to hold the boltcarrier to the rear with one hand and load rounds with the other. This requires some acrobatics, but is possible, just not in the way animated in-game.

Yes, the KAR98 works as intended, just as people pointed out. With a real-steel bolt-action rifle you can, in theory, work the action slowly, hold the round before it is ejected (due to pressure from the magazine spring, not the rifle ejector), and reinsert it back into the magazine. In the game the soldier just ejects the chambered round (or empty casing) and proceeds to top up the magazine.
However I've tried the same with the Mosin-Nagant and it didn't happen - you can fire one shot, cycle the action, and then reload and just top the magazine with a single round.
