WeApOn that only affects the clients Killing Floor and NOT the server at all. This will make the game "load faster and smoother".

What sort of "tweaks" are you actually trying to find out as this doesn't exactly narrow anything down?

Not sure if there's something of your interest, though.

To be honest I don't think there is really any tweaks for server side as once again that's client-side

All I can think of is look at some server .ini files as I remember a friend giving me some advice on changing part of the file to make it have less lag and much smoother gameplay. Only problem was it was for Unreal Tournament GOTY so dunno if it'll work. I could still try find it if you wanted me to though as I still have a running server with it?

Basically it's an .ini file that explains the sections. Might be of good use as it may tell us something we didn't really know, example: Cache.
