[Help] How to make Character Portraits?

Right I can easily import a picture I made into KF. The only problem I have is actually making the picture like the ones already in the menu? What program is used to get them in the position etc?

Basically I want to make some portrait pictures for some characters so people wont get confused with the original character and some reskins. Cheers in advance.
