Ok, for you PC veterans, this may just be common practice, but I didn't know about them, so here you go (This is not a definite stable 60fps fix, TWI still needs to fix it, and I have faith):
1. Check if your security system has a gaming mode. I use BitDefender, and upon changing it to gaming mode, it really boosted my fps. I was annoyed that I hadn't thought about doing it in beta. If your security system does not, perhaps try to turn off some functions and see whether it makes a difference.
2. Download "Game Booster 3". This basically turns off any uneeded background processes, without affecting security. You can go to 'tools' then 'tweaks' and click 'optimize'. This also improved my fps. When you start up you can click 'boost'. This will turn off the background programs and improved my performance by 40%. In 'tools' there is also an option to defrag your games. It even has a section in 'tools' that checks for the latest drivers for your system.
