Yeah spotting enemies is one thing that makes RO2 a different game. As Joseph Nader says it is realistic that the stationary soldier has an advantage, in real life it would be pretty hard to spot a prone enemy in the distance while you are running, and that is simulated pretty good with the zooming feature. In RO:O though you could easily spot an enemy just a few pixels big even when running.
My point is that the stationary soldier should have a natural advantage but the reason shouldn't be the constant flickering of poor AA and object swapping.
