All Steam games that support LAN can be played in offline mode. Obviously.
Most Steam games, unfortunately, do not support LAN play. Almost all Steam required games only present the option to connect to other games via the internet. Hence why people who look for LAN gaming typically avoid Steam. For the record, I think rude trolling from the community is more likely to "turn noobs away" from this game than frank discussion of the availability/the importance they place, on specific features that they look for in a title. If you are simply unable to reply to my comments without continual attempted insult, then by all means please continue to ignore me. I would prefer that. As a little update to this one, cf Il2 Wings over Dover, it's out today. You can connect to other computers either through Steam or independantly, by popular demand... Steam is not required. No one that I know has ever had a problem with Steam. Although , if there is one, I never realized that there was such a large LAN community out there.

at the very least, it lets you play at large-scale lans without incurring the wrath of a VAC ban because someone brought their hax alongside their porn to distribute to everyone :P
