Slow down the reload of Xbow for Non-SSs is a good idea.

Xbows provide massive damage even on non-SSs.I see lots of Xbows on suicidal difficulty,almost everyone owns one.
Reducing the damage of Xbow is not a good idea.As a sniper weapon it should be powerful.
Increase the reload period is a good idea-those non-SSs have to suffer a long reload after each shot,this will force them to stick to their perked weapons.

Another thing I have mentioned:

The Xbow does NOT have a price discount for SS.
The Xbow does NOT have a faster reload for SS,M14 LARand handcannons do.

This is different from a properly perked weapon.The situation is very much like the LAW for support.No full buff,not a good idea.
