RO Paint Editor does not work properly

I am using the RO SDK with the DH command line, and when I go into terrain edit mode none of the options work (it does not work in straight RO mode either). There is also no terrain wizard. The heightmap section does not allow me to right click and add material. Also when I hit the ctrl-primary mouse or ctrl-secondary mouse it does not do anything to the terrain. I uninstalled and re-installed several times, I am using Vista and I am wondering if that is it.

Does anyone have any ideas?
