ok lets do this.

Download netmon from here:

(don't use wireshark..there are some things netmon does differently that I want)

Run netmon, do a new capture tab then hit the play/start button at the top.
From a command prompt run "ipconfig /flushdns" so I see all DNS lookups in the trace.
Start your server.
Join one player.
Stop the network trace and Save As..
Zip and post it for us.

well then perhaps the fact that you do not have any mut's is the problem. You need one mut, a default kf mutator i believe inorder to get perks to run.
