Default Perk Progression paused?
I'm new to Killing Floor, and one thing I don't understand is why you are denied progression in your perks. Sandbox mode is off, there are no cheats in effect or mutators. Game length is at medium, difficulty at normal. So why the hell am I not allowed to level my perks up? What affects the ability to level up your perks or not?
