copy the steam.dll from the steam dir to steamapps\common\red orchestra\system dir

it wouldn't hurt to verlfy local files either before restarting ro

try going thru a list of tweaks - i think there's one stickied in the general topics. e.g. changing steam user and relogin as yourself or deleting the system dir and verifying local files to recreate it. if you have 512mb ram try the tips for decreasing load time. check any anti-virus or software firewall in case they're interfering with connecting...

Try alt tabbing to see if your firewall is trying to block RO or something. All I can think of.

What's your system specs?

If it loads in practice then the problem lies somewhere on a connection from your computer. Either a firewall or router is blocking a port you need open or something.
