Which file types support transparency

Currently I am making a skin for a snowy treeline. I finally got the the file into a transparent PNG format but ROED wont accept that to skin a treeline. I have been able to save the transparent part into TGA format which I think will work. I was told by TW to use PCX format. Does this support transparency even? Also what about DDS format. Which format do you think that I should use?
