Recent Lag Spikes, Rubberbanding on Internet Games

When I enter a game, the menu does not show up for several seconds. Sometimes the camera spawns upside-down.

Although I have a very good internet connection, I experience a lot of lag with this game. It's fine when there are very few zeds around but the game becomes unplayable when I get swarmed. My FPS is constant throughout the entire game and my ping is always relatively low compared to other players. However, my ping shoots up or down for a split second, and sometimes goes to 999.

I began playing Killing Floor last year and I had no problems then. I stopped playing for a while and only recently decided to start playing again; only now have I experienced these problems. I have a very recent gaming desktop which has no problem playing other modern games.

I've scoured countless threads and forums and have tried every suggestion: unchecking various options in-game, validating game files, clearing the steam cache, toying with the MSS in regedit, to a complete reinstallation, but nothing seems to work.
