Default Dedicated server with mutes won't show on server lists?

I'm running a dedicated server called OzzieMutate on my home PC.

I have forwarded the following ports in my router:
7707-7708 UDP
7717 UDP
28852 UDP/TCP
20560 UDP/TCP

In KillingFloor.ini, I have

[IpDrv.MasterServerUplink]
DoUplink=True
UplinkToGamespy=True
SendStats=False
ServerBehindNAT=True
DoLANBroadcast=True

I start KF from Steam, then Main Menu > HOST > Choose settings, mutes, MotD etc. > DEDICATED.
The fullscreen KF app is replaced by a console app.

I start a second instance of KF and go Main Menu > MULTIPLAYER, OzzieMutate appears in the Internet server list with my external IP, I can join and play normally, the mutes work etc. Using the console and typing OPEN [external IP] also works.

On one occasion, I have invited my friend to play using the Invite to game function in Steam chat, and he was able to connect, and his PC started downloading the mutes -- very slowly. Clearly I need to find a content server, analogous to GetWAD for IDE/Doomseeker, so the game server directs clients to a file repo where their clients can download custom content more quickly.

However, my friend could not find my server on the Internet tab. Only when I removed all the mutes could he see my server in the list.

What could i be doing wrong? Maybe he is just filtering it out?

Is there a way I could check remote connectivity by myself? Aforementioned friend is not always available to test.

Untick 'perks enabled' in the server filter.

You need to ad these in your killing floor.ini
sv_LAN 0
sv_region 255

sv_LAN 0 is only required for listen servers, I'm running a dedicated server.
Certain mods, such as doom3kf, do not work on a listen server.

I have set sv_region 5 (Australia), thanks for the tip.

My server has been working fine for about a week. The most important change was telling my friends to untick the perks checkbox so they could find it.
Also RedirectToURL=<path to my Public dropbox folder> in the killingfloor.ini, now they download the required mods at high speed.
