Default Suggestion: Get staff with experience

Although this is logically a given but please assemble a team that understands a few things.

Teams that want to compete at the highest level will and need to compete at the boarder of what they can get away with.

For this it is very essential to have people that know what people might try to do, but even more so create rules that are possible to police and monitor.

Any rule that is unclear, people will try to exploit and rightfully so. In competition there is no room for gentleman rules or common knowledge as ethics and what is considered normal behaviour differs from person to person.

If boundaries of a rule cannot clearly be defined, so they can be monitored when requested, it can often be better to not have the rule at all. And basically allow everybody to play in that way, and make people attest that it is allowed so at least an equal playing field is created.

Since there is cooperation with TWI it probably more likely that some critical issues once they occur get fixed. But even towards the path of getting something fixed, its often better in terms of competition to keep things simple.

A classical example is for instance spawn exit killing.
- Definition of what a spawn exit is, is generally very vague already, combined with that someone might just be at the right time at the right moment and sees an enemy coming out of the exit.

It is very difficult to draw a straight line between where things are allowed or not, making it better to generally let say spawn protection handle such cases. And allow all other forms. The main thing here is that in forms of competition where you know that its possible and allowed for people to spawncamp its an easy step to just protect your spawn exits and consider it a strategical element.

Whereas creating rules against it, creates a big headache inducing grey area that you cannot really monitor well. Making it that good teams will still use it, but they just find clever ways to avoid detection.

Admins with experience in adminning together with play experience within teams trying to become the best of the best (in any pc based game genre). Will help a long way in fool proofing the rules to keep them simple yet effective, in a way that decreases possible issues.

A big issue in general for less experienced admin is that they expect most teams to have a sense of decency based on personal playing ethics. And its crucial to learn that people try to play at the edge of what they can get away with.
