Default Fleshpounds rage not interupted by decap?

I am playing around on the test map, trying to find the total decap damage for all zeds.

All but the fleshpound are stunned when losing their heads.

If the FP is raging and gets decapitaded, it continues with the rage ability. Once calmed down -and without a head- he is no longer rage-able.

The testing was done on hard, using the m99 offperk. 2 direct headshots results in a decap.

Has this 'feature' always been present?

Im not sure but it would make sense seems the background is about him being a real frustrated subject. When frustrated your blood tends to "thicken or boil up" which the fleshpound does. When decapped, the body still has this affect so i'd gladly say to keep it if it wasn't intended.
