[Question] Unranked when server starts, ranked when map changes? Why?

Hi, folks.

Today I ran into something I've not encountered before. Our server has been ranked since September. I've had to restart the server for maintenance and other issues several times since September, but today when I was working on things the server came up as unranked when I first started it. The launch log indicated this:

OfficialGameServer: Making Unranked: IP is not white listed (0)
OfficialGameServer: Removing ranked status: IS_RANKED_UPDATE returning FALSE

I attempted to restart the server again, but the same message was encountered. So, I went to the web admin, changed maps (From TE-FallenFighters to TE-Spartanovka) and the server was suddenly ranked again and the message I expected to see was now in the log:

OfficialGameServer: Initializing game server ranking
OfficialGameServer: Making Ranked: IP is within CIDR Range (-798237984)

Nothing on the server has changed, so I'm not sure why the server is starting as unranked - again, this is a new issue.

Is this happening to anyone else?
