Okay, this is weird
I deleted all my ini's so the program would make me new ones
I went online, and the low ping was 64
Joind that server, then watched as my ping increased over a minute, going from 68 to 1210
Any idea what this problem is?

What files control your connection settings and latency?
This is a major annoyance

open up your console and type in: netspeed ****

with **** being the number 10000 by default you could try setting it a bit lower. But it might as well be a routing problem. Also press f6 to check if you're getting any packetloss.
