While playing on Konigs Platz today, a really cool thing happened. I was in a T-34, fighting a Tiger to the north. The Tiger shot a shell at me, but at that moment these 2 guys ran right into the path of the shell and got obliterated. I was in shock for about 30 seconds, with little people pieces all over my tank. But then I realized, shouldn't that shell have gone through the people and hit my tank anyway? I think it'd be a good idea to have AP shells still obliterate people on direct hits, but not be stopped until they hit the ground or a tank.

It could have been HE, but what kind of moron in a Tiger would target a T-34 with HE?

even if it was an HE round it still would of gone through. These shells arnt that sensitive enouph to blow up on human flesh. Plus, theyre going really fast. (I dont want to give "fps" number because im not sure)

I've taken out plenty (ok, a few) Tigers using HE rounds.
Due to the "hitpoint" system on the tanks (over-all damage), you can take out a Tiger with enough HE rounds (9-12 from a Su-76 frontally). Works best on already damaged tanks. Now why on Earth would you do this instead of AP rounds? If you're out of range or the Tiger is angled so all the shells bounce, HE rounds will do. HE rounds don't bounce, so they'll make more damage than bouncing AP rounds. Also good against tracks.
