When you join your server via LAN it passes that LAN IP to anyone you try to invite. Find your server on the main server list and join that way. I think there's a console command you can use to join your server directly via the WAN IP, but I don't know it offhand.

You can play on the server and administer it with the webadmin page, which means it is running, however your friends can not join. This points to a network issue in my mind.
I can only think of these solutions at the moment:

1. The server may be bound to your router IP and not your IPV4 address
Be sure you are not using your router's 192.168.x.x address

2. There may be another network configuration problem blocking people from connecting to you. It might be worth temporarily turning off windows firewall and having someone try to join to see if that is the issue.

Your post it says you've already tried directly joining through the cirect connect method and steam invite, however here is the open command as Aurlen mentioned it.
Spoiler!

You can find out your WAN IPV4 by using a free service such as https://whatismyipaddress.com/

The IP of your server can be set in the startup line with

-ip your_ip_here

example:

-ip 77.77.77.77

It looks like you are using a batch file if you followed that guide you posted. Open and edit that file, it should have the start line inside where you can define the IP.

I hope this helps, cheers.
