Summary: Online gaming stutters randomly in every online game

Description: During every online game the picture stutters randomly for approx. 1 to 5 secs.

1) start up online game.
2) menu is ok.
3) When in online game stutters randomly during whole game start to finish. None of my other online games do this.

Stutters in which way exactly?
When something appears for the first time? Like the first zed type, 1st bullet shot, new player joined the game?

Or it stutters as in your graphical options are too high for your gpu to handle so you experience stutters?

My specs are as follows:
i5 6600k
gtx 1070
32gb ram
i believe these to be better than required.
i am running highest graphic setting and neither cpu or gpu ever reach 90%

the stuttering appears to be random

i have no issue on bf4 and is specific to this game
