where does one recieve a katana glowtext from other than the market?

The market is likely the best place, regardless.
At one point it was available in the in-game store. Which, thankfully, drove the prices down considerably..
Speaking of that, I hope TWI rotates some new stuff into the store - the items haven't changed in months minus the cosmetic packs they just added for Halloween.

Are you talking about the original glowtext katana or the new neon katana skin that just came out?
I got the original glowtext katana skin in the store. It should also be possible to get it from one of the USBs that drop or are sold in the store, or just as a skin drop, but the surest way would be to buy the skin from the store directly. The new neon katana skin probably hasn't been in the game long enough for people to start selling it, so you'd only get that by a drop or a USB unlock.
