I play this game full speed. and I think I eradicate the enemy boats so quickly. It does not allow them to load up. but I even went back to my grotto and then the main menu. still no boats. but I went back again to my grotto and to menu, then exited the game. then waited a little bit then loaded up my save. then played the game. I started killing civilian boats. and I found the Hunters spawning in the Apex orca pool hella far from me. I was in the gulf. LoL
