How M99 can have higher damage than Rail gun? It has no logic.

Tripwire, are you telling us that 20-year old rifle chambered with 100-year old cartridge is more efficient than fictional futuristic Railgun that accelerates projectiles to ultra-high speeds and can penetrate tanks like butter? Then why Horzine developed it in a first place? They would just give their mercs a Barretts and that's all.

.50 cal is not a mini nuke , it's not an ultimate weapon of mankind. It's just a bullet from big machine gun, that is fired from a rifle.

Two misconceptions:
1. .50 cal is making bigger hole, and therefore more damage. Wrong. The cartridge is huge, yes. But the bullet itself is only 13 mm. Less than your pinky finger. And the Railgun slug that we see floating is definitely not smaller than .50 cal.
2. Railgun just flying through and .50 cal not. Not at all. .50 BMG is used to shoot down light armored vehicles. So the heads of Zeds is not an obstacle at all (even in-game description even says "high penetration"). It will fly through as well. So we are talking about not damage by bullet, but damage by ballistic trauma - kinetic energy of a bullet that mangles flesh it hit. In simple words it's when bullet from rifle is flying through watermelon (head) – the entrance wound is small as bullet, but on the other side - watermelon insides (brain) is ripped off in form of huge funnel. And the higher bullet speed – the more it will rip off. If with .50 cal head will explode - with Railgun it will be pulverized.

If you're adding Tier 5, so why it wouldn't be something futuristic and over-the-top? Something that can have any properties because it fictional? Why making regular rifle an ultimate weapon of Sharpshooter? Just because it came out later? It's just wrong.

In designer notes you said that M99 is "high-risk, high-reward". What's risky in using regular rifle? It's been tested and fired thousands times. This description is more fitting the experimental Railgun that can explode in your face any time, batteries can shock you, etc. How it can be "weaker, safer alternative"?
