In the kick voting menu (iirc) there is an option to see a players steam id. But it may still be bugged and only showing a handful of players and not all players on the server (and it seems the likelihood of them not appearing on the list increases if they tk, cheat or are otherwise disruptive).

It does seem alittle bugged.

Do you use the Steam Overlay? You can view players on the server through that and bring up their Steam Community page during the video. That will give a lot of creditability to your recordings.

If not, try what Gudenrath suggested and open the Vote Kick menu during the recording. I find if you wait a few minutes all the players do appear, so opening that as soon as you join a server may help. As well you can select a player and click the "Player Info" which will open their Steam Community page.
