Server Dedicated server issues

Hi, I have gone through many of the troubleshooting steps from different forums posts and for whatever reason I still can not get a server to broadcast for others to join.
I am able to join it off of my IPv4 with the local IP in a LAN sense. I had a friend install the server files today having no idea what it was and it was able to be found and played from on the server browser.
I have all the ports forwarded on my router that were mentioned in the wiki and have tried launching with all firewalls down and still no dice.
Any help would be appreciated, thanks.
 
So when you look at the online server list, you're not seeing your hosted server? If that's the case, I would check your filters when you're browsing for your server. Remove all restrictions for filtering.

To verify your inbound rules, try joining your server from your WAN/public IP.

The command to join your server by IP in KF2 is
Open console with tilde (~).
Type "open server_ip_here"

I have tried doing that, and get no response. The only way ive been able to is by just using my local and joining it like that. Not sure why it doesn't work.

You probably will always see your local server in your LAN tab only. Also if outside world doesn't see it in server browser it is because it is locally blocked on the machine (configure firewall properly) or because the ports are not properly forwarded in the router (fix the ports used from your startup command line following the wiki, make sure what ports are used by looking at your logs, and forward them). When it will be properly configured everywhere it will show on server browser (if server and client are on same version, if client have proper filter, and if server actually properly works)
