Compiling on Windows XP 32 bits: not possible?

I was venturing into the brave new world of modding, but I can't compile my first test script. Since I am running Windows XP 32 bit, I made the following shortcut:

"E:\Program Files\Steam\steamapps\common\red orchestra 2\Binaries\Win32\ROGame.exe" make

However, when running this, I get:

---------------------------
STEAM is required to play the game.
---------------------------
OK
---------------------------


And nothing seems to happen. Is this a known issue? Is there a workaround other than upgrading the OS?
