Cannot respawn with 0 minutes remaining when the map time is about to expire

I was playing in Firebase Georgina, I had 0 minutes remaining of respawn time and I couldn’t respawn before my team runs out of tickets before the map time runs out for the PAVN while defending the last objective. Is this a glitch or the respawn system is designed to be this way? I heard other people complaining about not being able to respawn with 0 minutes remaining until respawn.
