2 squad bug still present in 1.4.2 (server related)

Bug: Voting for VNTE-Highway14 in campaign mode results in only 2 squads being visible until the server is restarted. Also marks for other SLs no longer work.
The issue happens when there are 52 maps present (including 26 custom maps) and one more map (vanilla or custom) is added to the campaign layout.

Reproduction: 100% reproduceable. As soon as one more map is added to the existing 52 ones, the bug occurs. When afterwards a map gets removed, all squads are visible again after a reboot.


The following is our campaign where if one additional map is added the issue occours. This was tested on fresh config files.

EDIT:
It seems that even with our current setting (52 maps as posted above) the 2 squad bug occurs randomly on Highway14 but at least doesn't persist through the whole campaign.
