It's interesting to see how this discussion evolved from somewhat obvious question into a nitpick war about small things, even though both sides have some valid points.
Few things I'd like to point out regarding the whole discussion are the following: Are you playing with random people or are you playing with atleast 2-4 people you know? If you're playing with random people, buying an armour is always lottery in sense of the word. There's plenty of moments where it can truly save your arse from becoming kebab for the specimen, while there's plenty of moments having armour doesn't make any practical diffrence, partly due you never know how your teammates are going to work out in practice. Nothing is more hilarious (or frushtrating, depending on your sense of humour or point of view) than you're watching place X only to realise after ten seconds or so that half of your team went AWOL and there's someone coming from behind and you're sandwiched. If you react quickly you might get away without a scratch, but if you're not you're going to take few hits and depending on the enemy itself, the armour may just save your life or be insignificant. If there's plethora of enemies coming behind you then it might be obviously a lifesaver - depending on your perk and your own skills aswell.
Now if you're playing with people you know, buying an armour can be both more convenient and sometimes useless until enough money is stockpiled. Difficulty is one variable, but for let's say early waves why do you need an armour (ignoring medic, as it's cheap as hell + if you're high enough to spawn with it) if you have dedicated medic or people don't wander around getting raped and wasting ammo as you would possibly expect with group of random people? If everyone manages to stockpile some money they can buy armour quite easily or people can share some of it to help some people buy it. Yes, that's pretty obvious but it's quite fundamental factor regarding how often one might want to buy (or repair) it.
