The map was designed that way. You can kill Patriarch in 2 ways here, car wash and police car, so far I only saw him getting killed by the police car before he even opened fire at anyone.

yes.
once on gasstation he had killed everyone, so when the camera was on him, he was laughing to himself in the middle of the street and got run over.
nobody had fraps going. but everyone who watched felt better about their death.
