Low Ping Lag Help!

Killing floor ,Low ping, still lag in any different local or near me location's servers.. help!I can't play at all..
Specification
Graphic card: Nvidia Geforce 9600GT (newest driver)
CPU: Intel Core 2 Duo E7200
Directx:9.0c
Ram:3GB
ISP: Hong Kong Board Band
Internet Speed: DL:60MB/S UL:52MB/S

I do not have these problem in other games like l4d2,i can play smoothly without lag.

Go in your .ini file, and try to change the bandwith you are allowing for KF. Having a good ping doesnt mean our internet is fast.
