Ok further review (they got back to me fast):

It looks like you are either not launching from steam, or your steam.dll files in steam folder were not found or were out of date.

Check your RO system directory for a steam.dll file. If it is there delete it. And make sure your steam is up to date by renaming your clientregistry.blob file and relaunching steam. This will force steam to update if it hasn't.

If this does not work, your problem is deeper, and you should contact steam support with the following info: ""SteamAPI_Init is failing" for Red Orchestra on my account"

Ok please contact steam support with the information I mentioned before : ""SteamAPI_Init is failing" for Red Orchestra on my account"

http://support.steampowered.com/

You will need a separate log in for the support system there (from your steam account). And make sure at the end of the process you receive a confirmation ticket number both in your support account and email. If that does not show up you have not properly submitted a support ticket.

I am sorry that this is annoying you and understand the inconvenience. However it seems your error is out of our hands and tied to Steam authentication. I'll see what I can do about getting your help request over at steam processed a little faster then the normal 3 to 5 days but I can't make any promises (as I have no power over steam support, I can only ask, and I will ask).

the solution that worked for me

Code:
A staff member has replied to your question:

Hello Adam,

Thank you for contacting Steam Support.

Please exit Steam, then go to the C:/Program Files/Steam directory (this is the default with a Steam installation - if you set a different installation directory, you will need to browse to it), and delete all of the files except for:

Steam.exe

And the folder:

SteamApps

Please note: The following process will erase any custom mods and saved games you may have. It is strongly recommended that you copy your game files to another location to back them up before proceeding.

To force the download of new game files:

- Go into SteamApps/[account name]/ and delete the folder for this game.

- Restart Steam and follow the link below to validate your cache files:

Title: How can I verify that my GCF Cache files are good?
URL: [URL]http://support.steampowered.com/cgi-bin/steampowered.cfg/php/enduser/std_adp.php?p_faqid=282[/URL]

- Try launching the game

Please let us know if you encounter any difficulty with this process, or if you have any further questions.
