The background music while playing RO

What is that song called again? I thought it was something "Winter March"? I am trying to find it on Youtube if anyone can direct me to that thanks.
This is the music that is played in the background when you play RO online.

What map are you talking about. The music tracks are assigned to specific maps.
I think you are talking about RO_March_in_Winter which is played on Basken Valley, Rakowice, Kurland Kessel, TulaOutskirts,and Kryukovo and possibly others

If I remember correctly it played in Arad for sure. I think that it is called Winter March like you said though.

(RO_Incoming_Panzers) is the track that is played on the stock version of Arad I'm not sure if anyone changed it on one of the community versions of the map.

Is there anyway to convert the music files in the RO folder to .mp3 format?

You can use many of the popular programs out there for audio. I was able to convert them easily with Audio Editor Gold, Irfanview also plays the files but not sure about converting sound files with Inranview only because it's more for graphics formats.

You can also use Media player and ignore the warnings and say YES then you can pick Save As and name it .mp3 but Media Players warns you that it can not comprehend the format but you can still play it anyway by just saying YES again to the warning.

Here you can find many FREE converters or trial period stuff to get it done. You are looking for anything that can do OGG to MP3.

You need a codec to handle ogg files...
