Non La - Level 99?

I understand why tattoos, cavalry hat, and other customization items are locked behind higher level requirements. Reward dedicated players, and so not every low level looks like a seasoned vet from Full Metal Jacket. That said, I'm surprised the Non La for the NLF is locked behind such a high requirement. As far as I'm aware it was quite common to see VC wearing it during the war, and possibly even PAVN but that I'm unsure of. Just seems to be a bit strange to lock such a common item behind a high level on par with the cavalry hat.

its a Hollywood thing,thats why...VC soldiers did not wear them.

I agree, Non La must be available to everyone at level 5 at least, because VC is a farmer at day and warrior at night or whatever.
