I think you're looking at the wrong KF characters. We did two characters for the release of RO2 - came with RO2 DDE. There are two more for RS DE. Just check which is which - if there is a problem, we'll fix it
The characters from RS are unlocked but not those for RO2, I will check later maybe it needed time to be unlocked but right now I'm enjoying the beta!!!!!!!!!!

that usually works with all steam games. no reason for it not to work on this particular title...

Well I've bought the Rising Storm DDE on this steam page : http://store.steampowered.com/app/234510/
And it's written "Will include the Red Orchestra 2 Steam Digital Deluxe Edition Upgrade (4 day 1 unlock weapons, 2 playable RO2 KF characters, and 2 RO2 hats in TF2)."
But when I launch KF I still can't select the HoS skins...

He's right, the RO2 DDE characters are locked. Wasn't it that buyers of RS Digital Deluxe will get everything from RO2 Digital Deluxe version too (including the killing floor characters) Those RO2Digital Deluxe characters are not available even though I bought RS Digital Deluxe. RS DDE characters are available though.

Are Linux (and Mac for that matter) versions of Rising Storm (and Heroes of Stalingrad) still in the pipeline?

They were never "in" the pipe-line. They are something we are continuing to investigate the possibility of.
