Not exactly actually all of the penetration calculations are done in ROTreaded.uc

Though ROAntiVehicleProjectile.uc does have abunch of functions regarding penetration, since those functions just call other functions that do the calcs, I'm guessing ROTreaded.uc is where those functions come from.
