Good point! It works in totalitarian governments (political, religious, militaristic) which is what it was written for, I guess.
In countries with free speech it just sounds like resentment towards certain emancipated groups where it's not considered good tone to rag on them, imo. Like alternative sexual orientations, racial minorities, etc.

So really, as a rule to actually learn who governs you it's worthless, even if it applies in case of a totalitarian government - but then who's boss it's fairly obvious anyway.
