Can't enter Killing Floor

I get an error when i try to run killing floor

Runtime Error!

And when I try to run killing floor again it says

Can't find 'ini:engine.engine.game.engine' in configuration file

History: Uobject::safeloaderror <- uobject::staticLoadclass <- initEngine

Delete KillingFloor.ini and try again. If not, verify the cache integrity (right-click the game in Steam, go to Properties->Local Files). If that doesn't work, download the latest DirectX 9.0c here.

I have the same problem.I've tried deleting the ini file but once I start up the game the ini file comes back before the game starts
