after i got windows 10 i can't start the game through steam. i can start it through the local files, nut it's useless because when i do that it can't connect to steam. i tried all the compatibility related soulitions and verifying and reinstalling etc. it runs perfectly through my files, but just can't connect to steam regardless of steam already being up. please help.

I had a lot of issues with windows 10. So many that I went back to windows 7. Did you try creating a non steam game shortcut? I think if you do this though you don't get your perks or anything.
Another thing to try is update steam to the beta client update. There were a few windows 10 fixes that still didn't make it into the main build iirc
