Server few mods server not joinable until restart

Hi
I have run 2 instances on the same server with ?multihome parameter.
I have 1 instance that's a vanilla with no special mutators. It works just fine.

I am using ServerPerks on the second one for test and I cannot seem to connect. However restarting the server allows one to connect. I leave it running for awhile and then its same thing again when I try to reconnect.

Anyone have any prior experience with this?

Double check all of the ports used (query and game port mostly).
