Server Server browser with maxplayers mutator

Sorry if this has already been asked, I searched to no avail. Is there a reason why my server (1049 preview) won't display under the server browser when the maxplayer mutator is enabled? I can only see it under the LAN tab. As soon as the mutator is disabled (change map without additional settings) the server is viewable again.

Is this the expected behavior?

From what I know local servers are supposed to be in the LAN tab. I'm not sure why this behave like this with/without the mutator however.
